The Higher Education Council of the University of Puerto Rico is hereby authorized to devote, out of the permanent fund of said University, up to the sum of six hundred thousand dollars ($600,000), to the development of the lands thereof and to the construction thereon of houses to be leased to the members of the faculty and other personnel of said institution, in such manner and under such conditions as the said Council may determine, and two hundred thousand dollars ($200,000) to the construction of dormitories for male students on lands of the University.
