The Higher Education Council and the Chancellor of the University of Puerto Rico are hereby authorized to provide for the creation and organization of an Educational and Labor Relations Institute, attached as a dependency to the College of Social Sciences of the University of Puerto Rico, and subject to the rules and regulations prescribed by the said Higher Education Council, the University Board, and the Chancellor, with a view to effectuating the purposes of this section; and the Chancellor is further authorized to appoint a committee which shall study and determine the details of the organization and operation of said Educational and Labor Relations Institute, as well as the educational program, it being understood that no admission requirements shall be established which could deprive any workman of the right to avail himself of the teachings of the Institute.
