The procedure by virtue of the authority to expropriate granted by §§ 670—675 of this title shall be requested by the Higher Education Council in the name and on behalf of the University of Puerto Rico, and may be for the acquisition, use, usufruct, lease or any other right or interest in the real or personal property the object of expropriation.
