In every contract executed by the University of Puerto Rico with publishing houses in Puerto Rico, the United States or foreign countries for the printing and acquisition therefrom of books, journals, and other similar material, partial payments of the consideration agreed upon may be made in advance, notwithstanding the requirement calling for the previous delivery of the material in question.
