The laws and regulations in force which prohibit the making of advance payments from public funds prior to the rendering of the service or the delivery of the article acquired shall not be applicable to the type of contract mentioned in § 676 of this title; Provided, however, That the University may require of publishing houses the necessary bond for guaranteeing delivery of the material being acquired.
