The admission and discharge of patients shall be governed by the rules and regulations which, with the approval of the Higher Education Council of the University, the staff — the medical corps of the School of Medicine — may prepare; and the payment made by pay patients shall be covered into a special fund (trust fund) which shall be devoted to the general expenses of said hospital.
