A prize of one thousand dollars ($1,000) every year is hereby established for the best original scientific work done in Puerto Rico by physicians residing in this Commonwealth and authorized to practice medicine in Puerto Rico; Provided, That the official scientific works of the School of Medicine and of the Department of Health shall be excluded from the benefits of §§ 713—717 of this title.
