Every candidate for the prize created by virtue of § 713 of this title must make application therefor and submit his typewritten or printed work in sextuplicate, to the Scientific Committee of the Medical Association of Puerto Rico, not later than November 1 of each year. The Scientific Committee of the Medical Association of Puerto Rico shall pass on all the works submitted not later than December 1 of each year, issuing the corresponding well-founded written award for the prize established by §§ 713—717 of this title for the best work submitted.
