The sum deemed necessary for the carrying out of the purposes of §§ 713—717 of this title shall be included in the general budget of expenses of the Commonwealth Government, pursuant to the provisions of Act May 12, 1942, No. 213; Provided, That the Secretary of the Treasury is hereby authorized and directed to pay the prize or prizes awarded in accordance with the award of the Scientific Committee of the Medical Association of Puerto Rico.
