The sum of four hundred and fifty thousand dollars ($450,000) is hereby appropriated from any available funds in the Treasury of Puerto Rico not otherwise appropriated, which the Secretary of the Treasury shall place at the disposal of the Director of the Agricultural Experiment Station of the University of Puerto Rico, for the latter to proceed, subject to the provisions of the University Act, Act No. 135, approved May 7, 1942, to authorize the disbursements necessary in connection with the leasing or acquisition by purchase or expropriation of lands, improvements thereon, erection of buildings, purchase of the necessary equipment, and installation of all the facilities that may be required for the said experiment substations and seed production and propagation farms.
