Due to the nature and amount of the expenses which it is necessary to incur for the production of certain classes of seeds, the Agricultural Experiment Station is hereby authorized to dispose by sale of such special seeds at a price sufficiently low to permit and encourage the use thereof by all farmers, regardless of their financial circumstances.
