The Director of the Agricultural Experiment Station shall be responsible for the determination of the needs for seeds, and shall recommend the quantities to be produced at the seed production farms, in keeping with the needs of the government agencies engaged in the work of agricultural improvement, and with the needs of the individual farmers; shall organize a distribution system, including the determination of the quantities of seeds to be distributed among the several municipalities and government agencies; and shall determine the price to be charged for such special seeds as may have to be sold for the reasons set forth in § 767 of this title.
