The Director of the Experiment Station is hereby empowered and authorized to appoint and contract for the necessary officials, technicians and employees to carry out the functions of the laboratory which is hereby created; Provided, That said personnel shall be appointed without subjection to Act No. 345 of May 12, 1947, creating the Office of Personnel.
