It is hereby provided that all products manufactured by said pilot plant for rum, alcohol and its derivates may, after they have served the purposes of §§ 779—781 of this title and are not needed for further experimentation, be destroyed or sold, as may be determined by the Higher Education Council of the University of Puerto Rico better to enforce the purposes of §§ 779—781 of this title.
