The Chancellor of the University of Puerto Rico is hereby empowered to appoint an Advisory Board, to be composed of seven (7) persons. Said Board shall be composed by a representative of the cane growers (colonos), a representative of the sugar mills, a representative of the workers, a representative of the Agricultural Extension Service of the University of Puerto Rico, a representative of the Department of Agriculture and Commerce of Puerto Rico, a representative of the public interest, and the Director of the Agricultural Experiment Station of the University of Puerto Rico, who shall be the Chairman of the said Advisory Board.
