The Chancellor of the University of Puerto Rico is hereby vested with the additional authority, rights and powers necessary for the carrying out of the purposes of §§ 782—786 of this title, including, but without being in any way construed as a limitation, the following:(a) To receive as a gift from any natural or [juridical] person or any private or public institution in Puerto Rico or any other country, money, equipment, supplies, and services, to be used and expended pursuant to the purposes of such sections. The money thus received shall be covered into the trust fund hereby created.(b) To execute with any natural or [juridical] person or any private or public institution in Puerto Rico or any other country, those contracts, covenants and agreements that the Chancellor of the University of Puerto Rico may deem necessary and convenient for the carrying out of the purposes of such sections.(c) To promulgate regulations to govern the research work carried out under the provisions of such sections.
