(1) The norms approved by the Council to evaluate higher education institutions on considering applications for licenses, application for renewal or amendments to licenses, or other actions that require evaluation, shall include the minimum requirements to ensure adequate offerings, program continuity, teaching quality and continuity, health protection, safety and the compliance of its commitments with the students.
