A Puerto Rican Higher Education Studies and Documents Center, attached to the Council on Higher Education of Puerto Rico, is hereby created and is appropriated the sum of four hundred thousand dollars ($400,000) recurrently from the General Fund.Once the Department of the Treasury disburses the corresponding funds at the beginning of each fiscal year, the Council shall cover the same into a special account separate from any other funds it administers.
