The municipalities are hereby authorized to grant leaves with pay to their officers and employees, and scholarships to these and to persons meeting the requirements hereinafter set forth, for pursuing higher studies in any duly recognized university educational center of Puerto Rico or abroad, to develop educational and training programs and to pay tuition for municipal officials and employees, chargeable to public funds available to them.
