The municipal legislatures of Puerto Rico are hereby authorized to grant scholarships in the University of Puerto Rico, with the approval of the Secretary of Education, chargeable to the school funds at their disposal, to persons who may be in need of financial assistance in order to continue their studies and who have shown special aptitude for teaching and are eligible for admission to the course for the preparation of normal teachers, established by the Higher Education Council of the University in the Normal Department of the University of Puerto Rico.
