The municipal legislatures of the municipalities of San Juan, Ponce, Mayagüez, and Arecibo may make the necessary provision for two (2) scholarships, and all other municipalities for one (1). The annual amount to be used from municipal school funds for the maintenance of said students shall reach three hundred dollars ($300) for each student, with scholarships payable in ten (10) monthly installments, the first installment to be paid to the student when he leaves his home to enter the University. In the case of each student, said scholarships shall remain in force for a period of two (2) university years, unless sooner revoked for justified cause.
