The Medical Sciences Campus may use part of the moneys recovered for the repayment of loans and interest to pay for what is needed to conduct the collection of the student loans that are due and thus maintain a healthy and efficient administration. Any expense in the collection efforts, as well as interest and attorney fees incurred by the institution through judicial or administrative means, may be included as part of the principal owed by the borrower for its total recovery. Provided, That the money paid for contracting with the schools of veterinary medicine to ensure the admission of students shall be deemed as a scholarship under this financial aid program. The Medical Sciences Campus of the University of Puerto Rico is bound to report to the Legislature the number of scholarships and loans granted annually, as well as the school or university to which the student is admitted.
