The Medical Sciences Campus is hereby authorized to use funds appropriated by Acts No. 215 of March 27, 1946, and No. 53 of May 7, 1947, as well as any other funds hereafter appropriated thereto, to subscribe contracts with universities outside of Puerto Rico, to assure admission of students to veterinary schools. The Medical Sciences Campus of the University of Puerto Rico shall, in ensuing years, set aside in its operational budget this sum and the other amounts of money that may be necessary to execute the scholarships and loans program authorized by §§ 896-899a of this title.
