In order for loans and scholarships to be granted to their students, professional nursing programs shall:(a) Exist as such; with the recognition and authorization of the Council on Higher Education of Puerto Rico, as of the date the provisions of this act take effect.(b) Select students on the basis of previous academic preparation and financial need, but without discrimination with regard to race, color or creed.
