The Scholarship Fund of the Program shall be replenished by an annual contribution of not less than twenty-five thousand dollars ($25,000) for the first year; fifty thousand dollars ($50,000) for the second year; and one hundred thousand dollars ($100,000) for the third and subsequent years, from the savings and income of the Department of Agriculture and agencies attached thereto.
