This Program is instituted experimentally. The Secretary shall determine the areas in which it will be tested and the manner in which it can be gradually extended. On making these determinations, the Secretary shall take into consideration factors such as the following: the student population in the areas, the number and capacity of the public and private schools in the same, as well as other variables which promote the best use of the resources.
