The Secretary is hereby empowered to issue orders, resolutions or determinations needed to carry out the purposes of this chapter and to conduct fiscal and operation audits, when deemed convenient for the best operation of the Program. Likewise, the Secretary is empowered to adopt the rules and regulations needed to implement the provisions of this chapter, pursuant to §§ 2101 et seq. of Title 3, known as the 'Commonwealth of Puerto Uniform Administrative Procedure Act'.
