In cases where the payrolls of those agencies are prepared and processed by the Secretary of the Treasury the agencies, private employers and the Department of the Treasury shall be responsible for remitting the sums deducted from the employees’ salar[ies] to the Educational Foundation pursuant to the provisions of this chapter. Said remittance shall be made on or before the fifteenth day of the month following the month in which the deduction was made and it shall be accompanied by a list or a magnetic tape containing the name of the employees and the sums deducted from each one of them.
