In granting financial aid, the Educational Foundation shall take into consideration the following, in addition to the norms established by it to that effect:(a) The annual income of the family group of the applicant shall not exceed eighteen thousand dollars ($18,000) or an equal sum in 1995 currency.(b) The applicants shall be public or private school students.(c) The participating schools shall be licensed by the General Council of Education and shall have an admission policy free of discrimination on account of race, sex, religion, political beliefs, economic or social condition, and physical or mental disability.
