The policy of the Government of the Commonwealth of Puerto Rico is to establish a Student Travel Program with destinations within and outside of Puerto Rico, with the participation of young people of both sexes from all towns of the Island who are regular high school students of the public schools in the Island, to be selected by means of a special drawing using the facilities of the Puerto Rico Lottery.Once the number of students who shall participate is established, they, shall be distributed in proportion to the number of students that each educational institution contributes to the total number of students who qualify under the regulations established.
