The Student Travel Program is hereby created, attached to the Office of Youth Affairs. If the present functions of the Office of Youth Affairs of promoting and developing activities are assigned to any other government agency or dependency, the Program shall continue to exist and in effect and attached to the same, except if legislation is approved to the contrary.
