The Interagency Coordinating Board is hereby created which shall be composed of the following public officials or the persons upon whom these delegate: the Secretary of State, the Secretary of the Treasury, the Secretary of Education, the President of the University of Puerto Rico, the Director of the Puerto Rico Tourist Company, the Director of the Office of Youth Affairs and two (2) young persons, one of whom shall be a secondary level public school student and the other an undergraduate student. Both young persons shall be between fifteen (15) and twenty-one (21) years of age and shall serve for a term of one year. The Interagency Coordinating Board shall be chaired by the Secretary of Education.Those young persons who participated in the tours each previous year, shall select from among themselves the two (2) young members of the Interagency Board. Said students shall receive a per diem of twenty-five dollars ($25) for services rendered should they reside in the metropolitan area and of thirty-five dollars ($35) should they reside outside the aforesaid area. The meetings shall be convened by the Chairperson.In addition to the functions entrusted to it by the Governor, the

The meetings shall be convened by the Chairperson.In addition to the functions entrusted to it by the Governor, the Interagency Board shall perform the following:(a) Adopt norms leading to the implementation of the public policy enunciated in this chapter and to the attainment of the objectives of the Program.(b) Approve, amend and repeal regulations subject to the approval of the Governor, as provided in this chapter.(c) Advise the Governor and the Director as to the general situation and specific aspects of the development, needs and resources of the Program and the standards of public policy, among other matters.(d) Evaluate and approve the operational plan that the Director shall annually submit according to the provisions of this chapter.(e) Approve the budget for the Program.(f) Select, as provided through regulations promulgated to such effect, one or more artist/performers or groups of young artists/performers together with the personnel strictly needed to accompany one or more of the tours, with the purpose, among others, of promoting and making the Puerto Rican culture be known abroad.
