No later than one hundred and twenty (120) days before the close of each fiscal year, the Director shall submit to the Governor and the Legislature an operational plan for the next fiscal year including, among other things, the following information:(1) The total number of students who participated in the trips during the twelve (12) month period prior to the date of the report.(2) Funds that were available and those used during said period, and an estimate of the funds available for the next fiscal year and their source.(3) Places visited and their special conditions that motivated their being selected.(4) General evaluation of the positive or negative experiences of the participating students.(5) Information concerning special interest projects, programs or activities observed at the places visited.(6) Adequacy of the methods used to inform and communicate the experiences and knowledge acquired by the participants of the trips to the students who did not participate.(7) Specific recommendations with regard to adjustments, modifications or expansion of any phase of the Program.(8) Tentative proposals concerning groups to be selected, itineraries under consideration, objectives to
