In the execution of the Program, the Director is hereby authorized to engage, obtain and use any services rendered by any person or entity, totally or partially free of charge, and shall provide by pertinent regulations, the means by which the Program shall reimburse the duly authorized and confirmed expenses incurred as a result of such participation in the Program. All regulations of a fiscal nature shall have the prior approval of the Secretary of the Treasury pursuant to the provisions of §§ 283—283p of Title 3.
