The sum of two million, five hundred thousand dollars ($2,500,000) is hereby appropriated from unencumbered funds in the Commonwealth Treasury for fiscal years 2007 to 2012, to carry out the purposes of this chapter. At the closing of each fiscal year, all unused funds shall be appropriated for the next fiscal year.The funds appropriated in this chapter shall proceed annually from the net proceeds of the drawings of the Lottery of Puerto Rico. Every five (5) years as of the approval of this act, a proposal for reviewing the budget for the next five (5) years shall be submitted to the Office of Management and Budget and the Legislature.
