To fill the vacancies that may occur in the positions of librarian and assistant librarian, either temporarily or permanently, the following qualifications shall be indispensable:(1) To have resided in Puerto Rico for at least two (2) years prior to the date of appointment;(2) to have a knowledge of the Spanish and English languages, and(3) to have had at least two (2) years’ practice in modern library work.Provided, further, That said positions of librarian or assistant librarian shall not [remain] vacant for a period longer than six (6) months if there are candidates qualified to fill said office according to the provisions of §§ 931—934 of this title.
