All resident or nonresident Puerto Rican journalists, as well as foreign journalists permanently domiciled in Puerto Rico, may opt for the journalism awards for their newspaper articles published in the Spanish language in the Puerto Rican press, during each calendar year.The Executive Committee shall carefully study all the articles published during each calendar year and shall determine the one or the ones that, in its judgment, are worthy of the awards established by §§ 966-968 of this title, and shall publish its final decision on or before the 30th of June of the following year.When the Committee understands that none of the works is worthy of the total award or an award for a lesser sum, it may grant the awards it deems are within reason or declare the contest [cancelled], and in that case, the amount of the awards that were not awarded shall be covered into a reserve fund to be granted by the Institute in any other year in which there are articles that are worthy of the award, or to be invested in the publication of a book about journalism, or for any other cultural purpose of a similar nature.
