In order to defray the amount of the journalism awards for the 1988-89 fiscal year, the amount of five thousand dollars ($5,000) is hereby appropriated to the Institute of Puerto Rican Literature to be charged to the fund appropriated to the Institute of Puerto Rican Culture to continue the creation and development of specific projects in the various areas of cultural endeavor. In subsequent years, the funds needed to defray the amount of the awards for the best books shall be consigned annually in the Joint Resolution of the General Expenses Budget of the Government of Puerto Rico.
