The use of public buildings for the establishing of said libraries is hereby authorized and ordered whenever the Secretary of Education, in consultation with the authority in charge of each pertinent building, so decides. In the case of a building belonging to a municipal government, the intervention of the Secretary of Education shall not be necessary if the decision is made by the municipality.
