The Department of Education of Puerto Rico is hereby authorized and empowered to request, accept, receive and administer, in behalf of the Commonwealth of Puerto Rico, any funds, books and library facilities or any other property that may be appropriated, supplied, donated or furnished by the federal government of the United States or any of its departments, commissions, boards, bureaus, agencies or officials, under the provisions of any federal law providing appropriations to the states, including the Commonwealth of Puerto Rico, for the purpose of establishing, improving, extending, aiding, or otherwise furthering the development of public or school library services.When any federal law requires the designation of a commonwealth agency to administer any plan or program established thereunder to carry out its purposes, the Department of Education of Puerto Rico shall be the Commonwealth agency for the purpose.
