The Secretary of the Treasury shall receive and keep all funds appropriated to the Commonwealth of Puerto Rico by the Federal Government of the United States, under any federal law, for the purposes mentioned in § 974 of this title. The Secretary of the Treasury of Puerto Rico is hereby authorized and directed to receive and make whatever provisions may be necessary for keeping such funds, as well as for making disbursements therefrom, in accordance with such procedure as may be applicable.
