(a) It is hereby provided that the Institute of Puerto Rican Culture shall establish the Rafael Martínez-Nadal Program in order to preserve the legacy of this illustrious Puerto Rican in the political, social, economic and cultural fields; and to appropriate funds.(b) The Institute of Puerto Rican Culture shall be the custodian responsible for the activities to be held by the Program and the maintenance and preservation of the documents and articles collected for future generations.(c) The Program shall have the power to receive public and private donations to acquire the property on which the residence-museum of this illustrious Puerto Rican is located in Guaynabo and to erect a monument and maintain in perpetuity a study center containing the documents and articles donated by the family and others pertaining to the time period in question that may be collected from other sources.
