The municipalities of Puerto Rico and Festival Casals, Inc., a corporation organized by the Puerto Rico Industrial Development Company, are hereby authorized to contract for the services of any officers or employees of the Government of the Commonwealth of Puerto Rico or any of its departments, agencies, instrumentalities, public corporations, political organizations or subdivisions, outside of their regular working hours as such officers or employees, as musicians or artists in activities related with the fine arts, undertaken by the municipalities of Puerto Rico or the corporation Festival Casals, Inc.\nThe municipalities of Puerto Rico and the corporation Festival Casals, Inc., are hereby authorized to pay to the said officers or employees, without subjection to the provisions of § 551 of Title 3, due compensation for such additional services as they may render.\nHistory —June 25, 1959, No. 73, p. 205.
