It is hereby declared to be the public policy of the Commonwealth to accomplish, within a systematic plan of [public] teaching, a continued movement of art divulgation and the creation of an environment favorable to the cultivation of musical art and to the artistic reeducation of the people of Puerto Rico; and that for the accomplishment of this purpose there are hereby created three (3) free music schools, to be established in the cities of San Juan, Ponce and Mayagüez, respectively, which shall be devoted exclusively to the mission of developing and directing the innate artistic sensibility of our people through a systematic plan of training and apprenticeship in, and of practice, divulgation and development of, the musical art. The courses shall comprise classes in solfaing, history of music, harmony analysis and musical composition, instruments, singing and instrumental ensemble. The formation of bands among the pupils who at the time of beginning classes have already had musical training shall be compulsory, as a basis for the later formation of orchestras.
