The Secretary of Education shall prescribe the regulations and shall have the appointment and removal of directors and teachers, the latter to be appointed upon competitive examinations; and shall have the approval of the study plans previously prepared by the faculty of each school, as well as all other measures necessary for a better implementation of §§ 991—996 of this title.
