A Rehabilitation Center for the Blind of Puerto Rico is hereby created, attached to the Department of Education of the Commonwealth of Puerto Rico, to be administered under the supervision and direction of the Division of Vocational Rehabilitation established in the State Board of Vocational Instruction by Act No. 414, approved on 13 of May of 1947.
