In the administration and supervision of the Rehabilitation Center for the Blind of Puerto Rico the Division of Vocational Rehabilitation is hereby authorized to cooperate with the departments, agencies and institutions, both public and private, in providing for the rehabilitation of the blind, in making surveys for the determination of the problems involved, and in establishing, developing and supplying, pursuant to the purposes of §§ 1024a—1024e of this title, such programs, facilities and services as may be necessary or desirable.
