(a) In the joint resolution of the operating budget of the Government of Puerto Rico there shall be annually included the necessary sum to cover the operating expenses of this Center, which sum may be matched by the contributions made by the United States Government to the Vocational Rehabilitation Program.(b) Except as otherwise provided in §§ 1024a—1024e of this title, there are hereby transferred to the Rehabilitation Center for the Blind of Puerto Rico such faculties, powers and functions, and such funds, real and personal property, personnel, records and files, contracts, agreements, obligations and all other property or assets of whatever kind, nature or description as may belong to, or be inherent in, the Vocational Institute for the Adult Blind.
