The Administration shall have administrative and fiscal autonomy in order to operate effectively, pursuant to the federal laws which provide that the agency that is the designated Commonwealth unit, shall have the obligation of determining the use and disbursement of the funds destined for the program.\n(a) Administrative autonomy. — The Administration shall have autonomy to plan and implement the administrative processes needed to achieve effective rehabilitation services.
