All public and private schools, libraries and any other public or private institution that offers services through computers with access to the Internet, the obligation to implement technological devises or filters as necessary in computers available to children and youths under the age of eighteen (18), in order to restrict and identify the access and use of pornographic material that is harmful and detrimental to the physical and emotional safety and to the integrated development of boys, girls and underage youths.The Secretary of Education, as part of the implementation and development of the plan to integrate technology into educational services, shall instrument the institutional policy pursuant to the criteria and standards contained in this chapter. Furthermore, he/she shall ascertain that technological infrastructure of the computers available for the use of the students of the Department has the technological devises necessary to restrict the access and use of pornographic information.
